The Performance Excellence Network is pleased to welcome Jay Stroebel, City Manager, and Kaela Dickens, Management Systems Coordinator, from the City of Brooklyn Park, to our June 7 Black Hills livestream PEN breakfast discussion: “Strategic Management & Improvement in the Public Sector.”

Jay and Kaela will share the city’s journey from creating a community-wide strategic plan to implementing key programs, such as continuous improvement, measurement, and employee engagement across the organization.  They’ll share their key learnings and critical success factors.  Whether your organization already has a robust management system or you’re just beginning to explore the idea, you’ll pick up some valuable insights from Brooklyn Park’s story!

Bios:

Jay Stroebel is the City Manager of Brooklyn Park, the fourth largest and one of the most diverse communities in the Twin Cities metropolitan area.  Prior to joining Brooklyn Park, Jay served in a variety of leadership roles in the City of Minneapolis between 2005 and 2015, including City Coordinator, Deputy City Coordinator and Director of Regulatory Services.  Under his leadership, Minneapolis developed the nationally recognized Results Minneapolis organizational management program.  From 1996 to 2005, Jay worked at the State of Minnesota in a variety of capacities for the Carlson, Ventura and Pawlenty administrations.  Jay has a master’s degree in applied economics from the University of Minnesota and an undergraduate degree in economics from St. Olaf College.

Kaela Dickens is the Management System Coordinator for the City of Brooklyn Park. A native of Kansas City, Kaela has spent the last four years with the City in varying roles from GIS to economic development. Prior to moving to Minnesota, she worked in community programming and housing. She received a bachelor’s degree in sociology and Spanish from Trinity University in San Antonio, TX and a master’s degree in public policy from the U of M’s Humphrey School of Public Affairs. Kaela spends her free time playing volleyball, grilling, and singing at her local church.
